Miller states that all the attacks stemmed for the murder of Kahane and Nosair association with Muslim fundamentalist groups. As Miller tells the story of the Islamic fundamentalists he weaves in the story of the NYPD, FBI, CIA and the Joint Terrorism Task Force. Miller tells how these organizations follow involves and come close several times to discovering the 9/11 and other terroristic plots only to be stopped by political bureaucracy.
